Paralegal Services USA was founded by Dorothy Secol and Peggy Stalford in 2006, in Allenhurst, New Jersey, where the two women have operated their paralegal business since 1986. Secol and Stalford had already had many years of paralegal experience when they teamed to run their own business. In 1990, a committee appointed by the New Jersey Supreme Court wrote an opinion that lawyers could not use freelance paralegals because the paralegals weren’t properly supervised. The decision was appealed with Secol and Stalford leading the fight. Secol then wrote a book about paralegals starting and managing their own business. After many inquiries from paralegals wanting to follow their lead, Secol and Stalford started franchising their business.
